By every velocity metric, the industry has made a genuine leap forward. But here's the problem: project success rates haven't moved. Rework hasn't decreased. And the number of features that ship, get used, and actually solve the problem stakeholders intended remains stubbornly, frustratingly the same.
I know why. And it's become the defining challenge of 2026.
What is the Copilot Hangover?
The Copilot Hangover isn't a bug in the AI. It's a feature of how we've chosen to deploy it. We've optimized for acceleration without addressing alignment. We've made it possible to write code faster than we can be sure we're writing the right code.
When a developer sits down with a vague requirement and Copilot suggests completions, those completions look polished. Intelligent. Ready to ship. The developer codes it in hours. The team ships it in days. And two weeks later, the stakeholder says: "That's not what I meant."
The code was written correctly. The specification was built correctly. The problem is that the specification itself was incomplete, ambiguous, or based on unexamined assumptions. And by the time anyone realizes it, 40 to 50 percent of a sprint's effort has already been invested in building the wrong thing.
Why isn't faster code improving project outcomes?
This is the gap that matters: the gap between velocity and alignment.
Velocity is how fast a developer can turn a specification into code. That's what Copilot optimizes for. Alignment is whether the team, stakeholders, technical leads, and users all understand what they're building and why. That's what nobody has optimized for.

Here's what happens in practice: A product owner writes a requirement. A developer interprets it. A stakeholder had a third meaning in mind. No one catches this misalignment until code is written, deployed, and failing to deliver value. At that point, fixing the requirement error costs 29 times more than if it had been caught during planning. The 2024 Stack Overflow Developer Survey found that developers spend more time understanding requirements and debugging misaligned code than writing new features, yet AI tools remain focused almost exclusively on the code generation step.
That is not a marginal risk. It is the accumulated weight of every sprint that went sideways because assumptions were not validated. Every feature that shipped and did not solve what it was supposed to. Every project where the team delivered the specification perfectly, but the specification was wrong. This is the invisible problem hiding in plain sight across the industry.
What is the difference between draft-first and decision-first AI?
Most AI tools today - including GitHub Copilot and ChatGPT - are what I call draft-first. You give them a prompt, they generate a complete draft. It looks professional. It sounds authoritative. But it's one perspective, from one angle, without any structured validation behind it.
The danger of draft-first tools is that they solve the confidence problem. A polished, complete-looking draft creates the illusion of alignment. The team looks at it and nods. No one asks the hard questions because the hard questions have already been pre-answered by an AI that has no stake in whether those answers are correct.
What actually drives project success is decision-first thinking. Instead of generating a document, structure the decisions that need to be made: Who are the actual users? What constraints exist? What trade-offs are we making? Are we all aligned on those trade-offs? Only when those decisions are made - and validated across the team - should code even be considered.
The difference is profound. With draft-first, you get speed masquerading as completeness. With decision-first, you get clarity. And clarity is what actually determines whether a project succeeds.
What is pre-code governance and why does it matter?
Between "we have an idea" and "we're ready to code" there needs to be governance. Not in the bureaucratic sense. In the sense of: Have we asked the right questions? Do we have aligned answers? Are we tracking the trade-offs we're making and who agreed to them?
I call this pre-code governance, and it's almost entirely absent from modern software development. Teams jump from a vague idea to detailed code in hours. The result is code that's fast and wrong.
Pre-code governance doesn't slow delivery. It accelerates it. Because the moment you get clarity on what you're building and why, you stop building wrong things. You eliminate 40 to 50 percent of the rework that would have happened downstream. You deliver features that actually ship, because they're solving the actual problem. As we explored in compressing six weeks of requirements into one day, the time saved downstream far exceeds the time invested upfront.
A pre-code governance session typically takes one working day. The team addresses four critical questions before any code is written:
Who exactly are the users, and what workflow are we fitting into? Not a persona document. A concrete description of the person who will use this feature, what they are doing before and after, and what outcome they need.
What are the hard technical constraints? Latency targets, integration points, data volume limits, security boundaries. These constraints shape the architecture. Discovering them after coding begins is how teams end up rebuilding from scratch.
What are we explicitly NOT building in this release? Scope is defined as much by what you exclude as by what you include. Making these exclusions explicit prevents scope creep and the "while we're at it" additions that derail timelines.
What trade-offs are we making, and who approved them? Every project involves trade-offs between speed, quality, cost, and scope. When those trade-offs are implicit, they become surprises. When they are explicit and signed off, they become decisions. The Standish Group CHAOS Report consistently finds that projects with clear requirements and stakeholder involvement have three times the success rate of those without.
Back in October 2015, I walked into a new role at Technology Evaluation Centers, tasked with leading a digital transformation that spanned sales, legal, operations, and customer support. The team had been using Microsoft XRM, a no-code tool where they'd tried to build all their workflows themselves. They thought they'd just automate everything - link sales calls to inventory, legal approvals, the whole chain. What they'd actually built was a bazooka to kill a mosquito: an overcomplicated beast that no one really understood and that didn't work correctly.
So my architect Alexei Goldman and I sat down with each stakeholder and said, "Let's not start with how you want it done. Let's start with what's bugging you." We made them step back from tech talk and just tell us their pain points, their ideal outcomes, and where they were willing to compromise.
That human-first conversation saved us a ton of headaches. Yes, it took three months to get a solid package for the developers - typical with delays of aligning everyone's calendars and the back-and-forth of follow-up questions. But we ended up with a system that was actually maintainable and made sense to everyone. The big takeaway: before you jump into building, make sure you're all speaking the same human language first. Alignment is everything.
How can you adapt your AI coding strategy before it's too late?
If you're using Copilot (and 90% of Fortune 100 are), you have a choice. You can use it the way most teams do: as a code generation engine that lets developers code faster without confirming they're coding the right thing. Or you can treat it as part of a broader approach where the hard work of alignment happens before the code work begins.
Here are four concrete steps to escape the Copilot Hangover:
1. Invest in requirements clarity before coding begins. Not weeks of meetings. One structured session where the team aligns on user needs, technical constraints, security requirements, and trade-offs. Make decisions explicit. Track them. Get agreement.
2. Make decisions a first-class artifact. Not documents. Decisions. Who are we building for? What are we building? What are we not building, and why? What trade-offs did we make? Write these down. Reference them during code review. Use them to catch drift.
3. Involve the people who actually use the software. Not at the demo. At the requirements phase. Embed yourself in their workflow like I did in that dispatch center. Understand what they actually need, not what they think they can ask for.
4. Treat code velocity as a lagging indicator. It's useful information, but it's not a measure of progress. Measure alignment instead. Are decisions clear? Are stakeholders saying "yes, exactly" during design, not "that's not what I meant" during QA?
The real Copilot opportunity
We've spent two years using AI to accelerate the execution phase of software delivery. The real breakthrough will come when we point that same capability at the thinking phase. When we make it easier to ask the right questions before code, not cheaper to fix the answers afterward.
The teams that figure this out first will have a structural advantage that compounds with every project. They'll ship faster because they spend less time building the wrong thing. That is why the biggest breakthrough in software delivery is not faster code; it is clearer thinking before code.
